Operation Outcry  is a ministry of The Justice Foundation that seeks to end the pain of abortion in America and around the world by mobilizing women and men hurt by abortion who share their true stories of the devastating effects of abortion.

Through women and men sharing their intimate powerful testimonies that abortion hurts women, men and families. Operation Outcry speaks before churches, campuses, conferences, television, radio, courts, legislatures and uses the internet in an effort to educate the public about the devastating consequences of abortion. For those considering abortion, we help them find safe, healthy alternatives to abortion through pregnancy care centers.

Changing Lives

By helping those who are suffering in silence from their secret shame and guilt, to know that they are not alone, and that they too can find hope, healing and forgiveness through Christ-centered, Biblically-based abortion recovery programs.

Restoring Justice

We have the largest collection of legally admissible, written sworn testimonies from women hurt by abortion. We can also provide in person testimonies of women and men. One of goals is to cancel, annul and reverse Roe v. Wade and Doe v. Bolton, the two cases that brought legalized abortion to every state in America.

OPERATION OUTCRY exposes the two great lies surrounding legalized abortion

  • abortion is good and safe for women
  • it is not a baby being aborted


In 2000, The Justice Foundation agreed to represent Norma McCorvey, who was “Jane Roe” in Roe v. Wade, and Sandra Cano, who was “Mary Doe” in Doe v. Bolton, in their legal efforts to reverse their 1973 Supreme Court rulings that made abortion on demand legal in America. In the evidence collection phase of the legal effort, women who experienced the tragic and harmful effects of abortion provided sworn testimonies about how abortion hurt them. In 2007, the Supreme Court upheld the federal ban on partial birth aborition.

In Justice Kennedy’s majority opinion he cited the Justice Foundation’s “Friend of The Court” brief. However, the Court referred to the testimonies of 180 women of Operation Outcry who had been seriously hurt by their abortions represented by The Justice Foundation. The Supreme Court said “… some women come to regret their choice to abort the infant life they once created and sustained. See Brief for Sandra Cano et al. as Amici Curiae in No. 05-380, pp. 22-24. [ This is the TJF Brief citing the women’s testimonies.] Severe depression and loss of esteem can follow. See ibid.”

In light of the partial-birth abortion decision of April 2007, our goal is to now collect a hail storm of DECLARATIONS to show the court the size of the problem caused by abortion and how it hurts women.

Operation Outcry inspired a national movement of women and men harmed by abortion who are sharing their stories in the hope that others will be spared the suffering and tragic consequences. Abortion strikes at the heart of a culture: the family.

OPERATION OUTCRY has a network of leaders to mobilize, equip, encourage, and train women and men to share their testimonies; to minister to those hurting and to ultimately raise a hail storm of voices of those hurt by abortion. We are collecting Declarations from women hurt by abortion to help limit or end this tragic practice. Each declaration is a hail stone which will ultimately destroy the refuge, the shelter, the legal structure that supports the injustice of abortion.

OPERATION OUTCRY reaches hurting women and men and refers them to the National Helpline for Abortion Recovery – a 24-hour, 7 day a week, confidential, toll-free helpline to find hope and healing.
